Pakistan Education Endowment Fund (PAK-EEF) in partnership with Ihsan Trust (powered by Meezan Bank’s Charity Fund) offers Qarz-e-Hasna, an interest-free educational loan to support talented but financially constrained nursing students pursuing higher education at partner nursing institutions across Pakistan. A joint venture to impart employable skills to deserving students, specifically from less developed districts. This program invests in building a skilled nursing workforce for national development and improved healthcare outcomes.

⚠️ Important: This is not a scholarship. The full loan amount must be repaid within 10 years after degree completion.

PROGRAM DEATILS & TERMS

Applicants must meet all of the following conditions to be considered for the Program

Basic Requirements:

  • Pakistani Citizen – Dual nationality is not allowed
  • Age Limit – Must be between 18 and 45 years at the time of application
  • Academic Performance – Must have minimum CGPA of 3.5 or equivalent (60%+) in the last completed degree
  • Institution Admission – Must have secured admission through merit-based process at an approved Partner Nursing Institution listed below
  • Approved Program – Degree program must be MSN (Master of Science in Nursing) or PhD in Nursing only
  • Financial Need – Applicant must demonstrate financial need, verified through BISP or NADRA
  • Guarantor Required – Must provide a financially sound guarantor, who is a blood relative, willing to sign the required legal agreements
  • No Other Scholarships – Not availing any other educational scholarship during the current academic year
 

Preference is given to:

  • Female applicants (priority)
  • Applicants from less developed districts
  • Candidates from lowest income households
  • Students from underserved areas lacking adequate nursing infrastructure

Important Notes:

  • It is an interest-free loan. The selected applicant is legally bound to repay the full loan amount within the prescribed period
  • Providing false information may result in immediate disqualification and legal consequences

  • Choose the partner nursing institution where you have admission or plan to apply
  • Ensure the institution is on the approved list below

Step 3: Apply Through Partner Institution

  • Contact the selected partner institution directly
  • Submit your application through their designated process
  • Separate application forms available for MSN and PhD programs

Step 4: Complete the Application

  • Fill out the form relevant to your level of study (MSN/PhD)
  • Submit all required documents as specified by the partner institution
  • Ensure accuracy and completeness

Step 5: Application Deadline

  • 15 days from the date of publication
  • No application shall be accepted after this deadline
  • Submit early to avoid last-minute issues

The loan covers the following expenses for approved nursing students:

Tuition & Academic Fees: ✅ Full or partial tuition fees

Educational Expenses: ✅ Required textbooks and study materials
✅ Clinical uniform and equipment (as needed)

Coverage Determination:

The loan amount is determined based on:

  • The program fee structure of the partner institution
  • Level of study (MSN or PhD)
  • Demonstrated financial need
  • Available program budget
  • Committee assessment

Not Covered: ❌ Personal living expenses
❌ Accommodation costs
❌ Transportation
❌ Personal equipment (laptops, phones, etc.)
❌ Additional non-academic expenses

Disbursement:

  • Funds are disbursed directly to the partner institution
  • Payment made in installments (typically semester-wise)
  • Subject to continued academic performance and attendance

Key Terms:

  • Grace Period: Repayment begins after degree completion and securing employment
  • Repayment Duration: Up to 10 years maximum
  • Interest Rate: 0% (Zero Interest) – True Qarz-e-Hasna principle
  • Repayment Amount: 100% of the loan principal received

Repayment Options:

1. Monthly Installments (Recommended)

  • Equal monthly payments over the agreed period
  • Automatic bank debit available

2. Quarterly Installments

  • Payment every 3 months
  • Suitable for variable income

3. Annual Installments

  • Once-a-year payment option
  • Good for seasonal income

4. Lump Sum Payment

  • Pay full amount anytime without penalty
  • Early payment encouraged

Repayment Calculation Example:

  • Loan Amount: PKR 500,000
  • Repayment Period: 10 years (120 months)
  • Monthly Payment: PKR 4,167 (approximately)
  • Total Repayment: PKR 500,000 (No interest added)

Default Consequences:

If the scholar fails to repay:

⚠️ Immediate demand for full loan amount
⚠️ Penalties and additional charges may apply
⚠️ Guarantor becomes liable for full repayment
⚠️ Legal action may be initiated
⚠️ Impact on future PEEF support eligibility
⚠️ Name and details may be published on official platforms

Guarantor Liability:

  • Guarantor is equally responsible for repayment
  • Must be a blood relative
  • Financial soundness verification required
  • Legally bound under signed agreements

Reporting Requirements:

  • Inform PEEF of employment within 30 days of securing job
  • Update contact information regularly
  • Submit annual repayment status
  • Maintain communication throughout loan period

Required Legal Bonds:

1. Promissory Note

  • Signed by the beneficiary student
  • Witnessed by two (2) individuals
  • Commitment to repay loan amount

2. Personal Guarantee

  • Signed by parent/guardian of the beneficiary student
  • Acceptance of joint liability
  • Verified financial information

3. Guarantor Agreements (Two Guarantors Required)

  • Both guarantors must be blood relatives
  • Financial soundness verification required
  • Legal commitment to repay if student defaults

4. Undertaking

  • Signed by the beneficiary student
  • Acknowledgment of all terms and conditions
  • Supported by attested photocopies of educational documents

5. Post-Dated Cheques

  • Provided after degree completion
  • For repayment of remaining loan amount
  • As per agreed repayment schedule

6. NOC Requirement

  • Final transcript issued only after receiving No Objection Certificate (NOC) from Ihsan Trust
  • Clearance certificate required upon full loan settlement
